Definitions:
Gambling: The act of betting money on the chance of a random event occuring.
Casino: Any institution used to run gambling operations in which gamblers bet against the institution
Article I: The operation of a casino shall be illegal and punishable by a fine of up to 3 times the amount of money earned by the casino and a timeout of up to 7 days. If the casino did not earn money, then the casino may be fined up to the worth of the sum of money exchanged in the transactions of the casino.
Article II: Gambling shall be illegal, but may not be punished. However, it may be forcefully stopped.
Article III: This act shall go into effect immediately after its passage
