According to the constitution (Section IV Article II) it currently only requires a two-thirds majority from council to overrule a presidential VETO. I think this is way too easy and slightly defeats the point of the President's ability to VETO. I propose it is changed to an 80% majority, rounded to the nearest integer. So for our current council size we'd need 6/7 (7 \ 0.8 = 5.6 ≈ 6) and for a council of 9 we'd need 7/9 (9 \ 0.8 = 7.2 ≈ 7). Please let me know if you have anything else to add to this.
