1. This bill will override any opposing rules on Citizen IDs.
2. As of this bill's passing, the Census Ministry will post a form onto the Subreddit Main Page that shall also be put on the Sub’s wiki in an easy to access place.
3. This form shall allow for the registration to become a registered citizen.
4. The form shall be limited to one response per Google Account
5. If a code goes unused for 2 or over Census periods it shall be deactivated, and the account associated with the ID shall be considered an absent member
6. A deactivated code may not be reused by another member
7. An absent member may become present again by using their code on the next available census
