Census and Citizen ID Amendments

**Main Census Reforms**

Henceforth this act shall make the census mandatory to be completed by any registered citizen.

* The Census shall open to responses one week before results are due

The Map Census shall be merged with the “main” Census.

* Therefore the  ‘Map Census Official’ title shall be renamed to ‘Census Assistant’ retaining all responsibilities as well as additional new ones.
* As of this act’s passing the current Map Census Official shall become the Census Assistant

Questions included on the Census shall be:

* What is your Citizen ID?
* Which province of Tegovia do you live in?
   * Nomadic shall be an option however it prevents you from running for a regional office.
   * Which Town or city do you live in said province?
      * Rural shall be an option, rough location is required then.
* Are you employed in a company in Tegovia?
* Are you a servant of the public (government)?
* What political party are you a member of?

**Census Minister’s Duties**

* Reminding the public to complete the census in accordance with the Minister of Census Responsibility Amendment
* Giving out Citizen IDs
* Organizing Citizen IDs to be easily accessed and used by both the Minister of the Census and Election Minister
* Keeping the Census form up to date

**Census Assistant’s Duties**

* Giving out Citizen IDs
* Organizing Citizen IDs to be easily accessed and used by both the Minister of the Census and Election Minister
* Keeping the Census form up to date

**Citizen ID Reforms**

As this bill passes all current Voter Codes shall be rendered null  
Voter Codes are to be replaced with Citizen IDs

* Citizen IDs shall be organized in a spreadsheet allowing for easy use.

Citizen ID Codes shall be attainable at any request sent to the ‘Minister of the Census’ or the ‘Census Assistant’ (previously the ‘Map Census Official’) but will require verification.

* Only the current acting Census Minister, Election Minister, Census Assistant, and Referendum Minister may access the Citizen IDs. 

Enactment  
As of this bill’s passing all items shall immediately go into effect

* The next scheduled census will continue as planned.

EDIT: removed the 5 weeks clause and changed 5 digit codes to 8 digits.

I just don't agree with mandating the Map, most people won't be using it, make it optional on the census,

Yes sorry, and what would it hurt, if the person is already responding to the census they might as well register their residence.

Thank you, I would like to try to have the the Map mandatory (probably due to something in my brain wanting DATA!!!!) but if that proves impossible then I will attempt to ammend it by making the Map optional.

I object on grounds of this: > Which province of Tegovia do you live in? As is popular opinion and that of mine such things should not be required for anything, nor shall it be presented as such. Along with that > Census Assistant’s Duties concerns me, I don't want yet another official to have any form of my identification, especially an unelected one. Hence the reason I've never filled out the original map census. > Citizen IDs shall be created by a 5 digit random number generator. Seems weak, maybe 6 or 8 digits would make more sense. A odd number of digits also just... doesn't feel right to me for some reason. Other than that moving it to only every 5 weeks in inadvisable and I will condemn this amendment publicly and suggest it not be adapted if such a provision along with the provision requiring the map census be a part of the main census remain. Such a provision would make it even more difficult for new citizens to register, new citizens having to wait to register is already a major issue which I'm currently writing legislation to try and alleviate, such clause would worsen aforementioned issue,

While I can see your objection to answering such questions, I see no harm if few trusted officials see it. With your concerns of it being an unelected official, it's a person appointed by a trusted individual in the community, so I see little harm. For your laast two concerns I have changed to account for your disagreements, as they hold little influence in the overall amendments. I do look forward to your ideas to allow registration more easily. I have however included a clause stating that a ID number may be attainable at any time at request. Thank you for your response.

Well part of the problem with that is you never specified that people with IDs constitute being a registered citizen as I believe the current definition of a registered citizen is something like "A citizen who was registered with the census". If you intend ID codes to mean that person is a registered citizen you should explicitly state that.
