Section 5 in the presidential power rules is quite vague on what "decisions" mean, there should probably be some clarification as "decisions" could include altering presidential power rules, unless I'm missing something somewhere else.

Yeah that seems like a loop hole for the president, not sure what exactly these decisions would be too, it should give an example
