Discord Mod Discretionary emergency authorities decree (yes we are technically still in a state of emergency)

The owner of the discord server can declare a state of emergency, they must state a reason. Once they recind the state or the other mods agree to, or a majority of the CoA agrees to, or a supermajority of the public, or council in an announcement pinged poll, the state of emergency is considered over.

In this state they and mods/met they give the authority to may be able to time out while not citing a law. They cannot time out more than a day without citing an effective law, they cannot string timeouts for the purpose of punishing someone longer, If it is found a time out was done out of the goal of personal benefit, grudge, malice, or lacked any purpose beyond fun (sorry not the place for whimsy, these are very serious emergency powers), the person who did as such will be removed from the office that allowed them to.

This state of emergency must be publicly announced. While they need not cite a law any time out must cite a purpose that is true and furthers the reason for the emergency.

They may also declare new discord rules outside standard process, however they must also cite a "purpose" that is true and follows the "reason" for the emergency.

It is strongly encouraged to first give warnings where possible.
