Declaration of state of emergency

One fact is abundantly clear, we are in a state of emergency not seen in my time here. During this state of emergency I will seek and implement policies to staunch the bleeding and promote prosperity. I will listen to all suggestions needed. We are in what one could consider a state of war against decline, I will do whatever is needed to save the community. This decree does not in itself implement new policies but will open up the possibility of them. Any more dramatic emergency powers than granted in the constitution during emergency would require an amendment, though I encourage any such considerations be made with great caution as it could set horrible precedent that one day a wannabe autocrat may follow. All actions must abide with the constitution whether by being an amendment or being allowed within the constitution for I will not kill democracy tomorrow to live today.
