Creating a wiki

For all the lore, bills, parliament and stuff. the wiki link will be [teengovernment.miraheze.org](http://teengovernment.miraheze.org) if the request is accepted. If the moderation team of the sub asks me to delete the wiki or that miraheze refuses, I'll delete it and move on.
